What better time than now to consider how you can help others in 2018! The Marion Flagg Scholarship Program gives you the perfect opportunity to provide support to colleagues and friends in the field of college counseling and admissions.
Named for one of PCACAC's most outstanding members, the Marion Flagg Scholarship is awarded annually to a group of exceptional educational professionals who are not currently members of PCACAC and who have not previously attended a PCACAC conference. PCACAC and its sponsors provide up to TEN scholarships for counselors to attend the 53rd Annual Conference. Self nominations are welcome.
This scholarship specifically targets counselors who work with historically underserved students, minority students or students from disadvantaged backgrounds. Each scholarship includes one year of free membership in PCACAC, one conference registration, hotel lodging (two nights, in room shared with another scholarship winner of the same gender or 50% of cost of housing if you choose to get a single room), and transportation.
SUBMIT YOUR NOMINATION by February 9, 2018.
The Inclusion, Access and Success Committee oversees the selection of scholarship recipients. Most of these colleagues work with minority populations or students from disadvantaged backgrounds. They may be high school counselors, two- or four-year college admission professionals, independent counselors or individuals working in such programs as KIPP, Upward Bound, the College Success Foundation, AVID, etc. Selected recipients and their nominators will be notified by March 2, 2018. Award certificates will be presented to recipients at the 53rd Annual Conference. Nominee must make every attempt to attend the program if selected.

Accomplish Great Things With the Student Support Grant!
Since 2013, PCACAC has been providing help through the Student Support Grant (SSG), an opportunity to recognize members who may not always have the financial resources to implement student programming and help underwrite worthwhile initiatives that directly benefit students in the college transition process. In 2017, the Student Support Grant was awarded to Tracy Kyttle, Program Manager at Collegiate Directions, Inc. Located in Bethesda, MD, Collegiate Directions provides mentoring, tutoring, counseling, and family support for students and their families. The SSG helped their counselors deliver a college transition retreat to their graduating class before going off to college, with a full day of food, sessions and team building activities.
PCACAC is grateful for members like you who make these programs possible! We encourage you to give some thought to a student event or project that you'd like to make happen in 2018. Then, SUBMIT YOUR APPLICATION by February 23.
Who may apply? PCACAC members may apply for a Student Support Grant for their own student program or they may wish to nominate a community member whose volunteer work nurtures college readiness. For detailed information about the selection criteria and application process, please review the Student Support Grant (SSG) guidelines. One $400 grant will be awarded for 2018.
Grant applications will be reviewed by the SSG Program Committee and the selected recipient (and their nominator, if applicable) will be notified by March 9, 2018. An award certificate will be presented to the recipient at PCACAC's 53rd Annual Conference at the Dover Downs Hotel & Casino in Dover, DE, April 15-17, 2018.

NACAC Cooperating with DOJ Inquiry...
In late November 2017, NACAC learned that the U.S. Department of Justice’s Antitrust Division has begun an inquiry into our SPGP: NACAC’s Code of Ethics and Professional Practice. At present, we know little about the scope and intent of the inquiry, but we are cooperating fully to provide all requested documents. We have also learned that members of the former Steering Committee on Admission Practices have requests from the DOJ to provide some records. In the meantime, we remain confident in the values that underpin SPGP: NACAC’s Code of Ethics and Professional Practice and its mission to serve students and our fellow professionals.

The PCACAC Nominating Committee values your opinion as we identify the following 2018 Executive Board candidates:

Current membership is required in order to submit a nomination. Nominations require completion of two electronic forms (combined in one login process for your convenience): Candidate Application and Institutional Support Form
The official candidate nomination filing deadline is Monday, February 5, 2018. Nominees will be notified regarding candidacy status by the end of February.
The following appointed Delegate positions are currently linked to specific Chair positions. Although they will not be on the Candidate Application, they will be on the ballot next year as single-slate candidates.

The election will be held from March 19 to April 15, 2018. A final announcement will be made during the Membership Meeting & Awards Luncheon on Monday, April 16, at PCACAC's 53rd Conference in Dover, DE. Newly elected officers will take office July 1, 2018.

January Admission Practices Case Study
As part of the PCACAC AP Committee's desire to proactively discuss ethics, we will be sending out monthly "case studies." In these cases, we will offer a situation and discuss whether the issue is in compliance with the new Statement of Principles of Good Practice (SPGP): NACAC's Code of Ethics and Professional Practices. These cases are submitted anonymously by PCACAC members. All questions and allegations are treated as confidential; therefore, cases have been adapted, when necessary, to protect the identity of the professional seeking advice. If you have a question about a situation or SPGP, please contact a member of the AP Committee.
January Case: Counselor Rick was facing an age-old situation. One of his high-anxiety, somewhat disorganized, uniquely talented seniors, Carl, was trying to schedule all of his auditions for several schools' Musical Theater departments. In typical form, many of the colleges had different deadlines, different processes to go through for registering for - or even qualifying for - auditions, and different notification dates. Getting Carl to meet all of these deadlines was an onerous task, but by January Rick thought Carl was in the clear.
Carl was thrilled when Hilltop College offered him a spot in February for their Musical Theater program, which is a part of Hilltop's renowned Daryl Dixon Institute for Performing Arts. Carl was even more thrilled when the Dixon Institute's Musical Theater Department wrote him a second letter, informing him that the department was offering him an additional $10,000 merit scholarship.
Even though Carl hadn't heard from a few other schools, including his top choice, Alexandria University, he told Rick he was sending in his deposit to Hilltop. When asked why, Carl informed Rick that he needed to take advantage of the Dixon Institute's scholarship offer before it expired and was offered to a different student.
Discussion: This didn't sound right to Rick - and Rick was concerned about Carl taking an offer before hearing the results from his other auditions, what with all the organization which was necessary for Carl to navigate through the process. Is Rick right to be unsettled? What should Rick do?
Conclusion: Rick is right to be concerned that Carl might be unduly influenced to make a decision too soon. In the newly-adopted Statement of Principles of Good Practice (SPGP): Code of Ethics and Professional Practices (CEPP), rule II.B.3.b states that: "Colleges will honor their admission, scholarship, and financial aid commitments to students and will not adversely alter their offers prior to May 1 for candidates who choose not to reply until that date. Nor will they state or imply that candidates might incur such a penalty by waiting until May 1 to submit an enrollment deposit." In addition, rule II.B.3.c. continues that: "The May 1 deadline also applies to any academic major, institutional scholarship, or special program to which the candidate has been offered admission. Examples of special programs may include honors programs and dual-enrollment graduate or professional degree programs."
Therefore, the fact that the scholarship comes from the Musical Theater Department rather than the Admission or Financial Aid Office is immaterial; the award, offered by a division of Hilltop College, MUST be extended to the May 1st National Candidate Reply Date to give Carl a fair opportunity to evaluate all offers. This rule holds true for majors, special programs, and even separate institutions owned and operated by a larger, NACAC-member institution.
January Case, Part II: In the end, Rick contacted both the Dixon Institute and Hilltop College, which informed him that in January, to improve his chances of admission, Carl had switched his application from "Regular Decision" to "Early Decision", an option which Hilltop had recently adopted for those applicants who changed their minds about their commitment to Hilltop after the Early Decision admission deadline. Now Rick was really confused. Given that new piece of information, Rick had two more questions:
Discussion, Part II:
1) Was the scholarship offered because he's an ED candidate?
2) Can Carl actually change his application type?
Conclusion, Part II: Upon inspection, there is no specific rule in the SPGP/CEPP outlawing the policy of switching an applicant's status from RD to ED. In fact, several schools have permitted students to declare themselves "ED" at any point for several years now. As long as the Scholarship is not tied to his status as an ED candidate, then there is no violation.
If you wish to file a complaint, please complete a NACAC Confidential Complaint form. All personal information will be kept confidential, but the information will be forwarded to the appropriate affiliate AP committee. This committee will follow up on the issue.
